I can't speak for ATT but I used my Verizon plan in Japan. Throughout my trip I didn't have any issues with coverage but it might be different from ATT. Verizon charge 15$ a day but it was one less thing to carry around. If you're traveling with others it should be cheaper to carry around a hotspot.
