How rare is the shrouded ghost

Not sure of the truth behind this but as a way of showing how rare it is apparently only 11 have been found and killed in the year plus since its release. You have to kill ten megs in one session, and the tenth one should be the shrouded ghost.

It is the "Shrouded Ghost", so having it be .02% in the fog/shroud instead of .01% would make sense. EDIT: Realistically, whose to say this isn't the case without it outright being stated by Rare.
